Head of Project Management Office

The Head of Project Management Office (PMO) leads the strategic oversight, governance, and delivery assurance of the organisation’s project and capital investment portfolio. The role ensures projects are prioritised, governed, and delivered in line with organisational strategy, public sector standards, funding conditions, and value-for-money requirements.

Key responsibilities include leading and developing the PMO function, embedding consistent project management standards, reporting, controls, and assurance processes across the organisation. The role oversees governance frameworks, stage gates, and portfolio reporting while acting as the organisation’s authority on project delivery and assurance.

The successful candidate will maintain oversight of project demand, capacity, dependencies, and prioritisation, supporting evidence-based investment decisions. They will oversee the full lifecycle of strategic and capital projects, ensuring alignment with approved business cases, funding conditions, statutory obligations, and organisational objectives.

The role also requires strong financial and procurement oversight, including funding applications, drawdowns, forecasting, cost control, compliance, and adherence to public procurement and Capital Works Management Framework requirements.

As a senior leader, the Head of PMO will manage and develop the PMO team, build organisational capability, and foster a culture of accountability, collaboration, and continuous improvement. The role involves close engagement with executive leadership, Boards, Committees, external funders, contractors, and Government stakeholders, providing strategic advice on delivery risks, funding implications, and programme performance.

Candidates should demonstrate significant senior-level PMO and capital programme leadership experience within public sector, regulated, or publicly funded environments, supported by recognised project management qualifications.
